Structured dialogue with civil society on cultural policy 2025-2028

The European Commission invites applications for organising a new structured dialogue with civil society on cultural policy, covering the period from 2025 to 2028.

This call for tenders is an opportunity to contribute significantly to the EU's cultural policy development by ensuring the voices of the cultural and creative sectors and industries are heard and integrated into policy-making processes.

Objectives

The successful applicant will:

  • Organise and manage the dialogue on behalf of the European Commission
  • Design the dialogue process in consultation with the Commission
  • Organise various dialogue meetings, including the selection and invitation of participants
  • Prepare high-quality meeting documents

Scope of the work

The structured dialogue aims to:

  • Foster regular and structured exchanges between the European Commission and relevant stakeholders
  • Ensure diverse voices within the cultural and creative sectors and industries are heard
  • Develop a common understanding of important matters within these sectors
  • Provide significant insights and recommendations to the Commission, informing the policy process
  • Support the cultural sectors in adapting to new challenges

Over the course of 2025-2028 the dialogue will address a variety of themes and priorities through annual collaborative roundtables and more targeted discussions within thematic engagement sessions.

The new dialogue process should also ensure grassroots-level views are included, facilitated through consultative surveying methods that can inform the stakeholder discussions.

Eligibility and Application Process

Eligible applicants must have experience in organising large-scale dialogues or similar events and demonstrate the ability to engage with diverse cultural stakeholders across the EU.

Applications should also include a detailed work plan outlining the proposed approach to designing and managing the dialogue.

Several other assessment criteria are outlined in the tender document(s) which must be fulfilled in order to demonstrate eligibility and suitability.
