The freedom to create and to participate in culture without barriers are fundamental, non-negotiable rights. These cultural rights are enshrined in article 27 of the Universal Declaration of Human Rights and article 13 of the EU Charter of Fundamental Rights.

Key actions to uphold EU values and cultural rights
- propose a new European Prize for Performing Arts
- report to support Member States in increasing the participation of and support to persons with disabilities in culture
- establish a voluntary framework for the mutual recognition of culture and cultural heritage passes for young people issued at national level, promote the DiscoverEU Culture Routes among young people, and increase the cultural offer within the existing EU youth discount card
