The programme centred on the three themes of industry, culture and nature. Linz 2009 had a focus on quality and innovation in cultural activities, aiming to align the artistic scene with competition, quality and international standards. 

Vilnius was the first European Capital of Culture selected through a competition among countries that joined the EU after the 2004 enlargement. The programme contributed to bridging the cultural gap between newer and older EU member states.
