Culture and Creativity

S+T+ARTS is driven by the idea that science and technology combined with an artistic viewpoint delivers valuable perspectives for research and business. Recent STARTS projects address the use of AI-systems and Hyper-Performance computing for use cases such as media, disinformation, XR environments, climate change, food security, urban development, factory automation etc. through a number of dedicated sub-projects. In light of the continuing digitalisation of society, STARTS provides a holistic and human-centred approach.

Through its different pillars, S+T+ARTS offers:

The Invest EU SME window facilitates access to and availability of finance primarily for SMEs and small mid-cap companies, including innovative ones and those operating in the cultural and creative sectors, as well as for small mid-cap companies. In addition, it offers capital support to SMEs that were not in difficulty in State aid terms already at the end of 2019, but since then face significant risks due to the crisis caused by the Covid-19 pandemic.

Projects promote mobility activities for:

  • Learners: pupils, students, trainees, apprentices, young people, adult learners;
  • Staff: professors, teachers, trainers, youth workers, and people working in organisations active in the education, training and youth fields;

Projects mainly aim to support learners in the acquisition of knowledge, skills and attitudes, including language competences.

Erasmus for Young Entrepreneurs is a cross-border exchange programme, allowing aspiring young entrepreneurs to work with and learn from more experienced entrepreneurs running small businesses in other countries.

In a context in which the European media sector is struggling to offer accessible, plural and innovative content to European audiences, this call proposes to support European media hubs producing and disseminating pluralistic news and factual content across Europe.
Applicants targeted include news media organisations and other organisations active in the media sector managing or willing to set-up media hubs (e.g. physical or virtual newsrooms).

The goal of the pilot project is to promote the preservation of a pluralistic media environment of the countries affected by war in Ukraine, also whilst journalists and media are working from an exile. The broader aim is to make Europe a safer place by helping the people of these countries in their democratic aspirations, where independent media play an indispensable role.

The pilot project aims to contribute to a functioning public sphere which equips citizens with news and documentaries in modern audience format, necessary to contribute to European democracy, across borders and available in their own Member State, addressing challenges such as the domination of the European public sphere by a few powerful TV and video news platforms and corporations based outside Europe, and the changing consumer behaviour towards infotainment formats.

EU Missions are a coordinated effort by the Commission to pool the necessary resources in terms of funding programmes, policies and regulations, as well as other activities. They also aim to mobilise and activate public and private actors, such as EU Member States, regional and local authorities, research institutes, farmers and land managers, entrepreneurs and investors to create real and lasting impact. Missions will engage with citizens to boost societal uptake of new solutions and approaches.

This preparatory action aims to set up and/or develop European media platforms that improve citizens’ access to trusted information from across the EU. Initiatives funded under this call will include editorial and technical media projects involving broadcasters, publishers, media developers and other organisations from across the EU active in the media sector, to enhance and expand their content offer through innovative formats and increase their reach.
