Call for tenders: European Expert Network on Culture

The European Commission’s Directorate-General for Education, Youth, Sport and Culture (DG EAC) seeks to establish a new European Expert Network on Culture (EENC) to support policy development in the field of culture.

Scope of the work

The EENC will provide high-level, independent expertise on cultural and cultural heritage policies, including pertaining to the Cultural and Creative Sectors and Industries, as well as in mainstreaming culture in relevant EU policies, with their implications at national, regional and European level.

Key tasks of the EENC include among other things, offering rigorous thematic expertise and ad hoc policy advice to the European Commission, conducting in-depth analyses, producing mapping studies and supporting with expertise meetings of Member States’ experts facilitated or organised by the European Commission.

The EENC’s work will cover the following cultural and creative sectors and industries: 

architecture, archives, libraries and museums, artistic crafts, audiovisual (including film, television, video games and multimedia), tangible and intangible, cultural heritage, design, festivals, music, literature, performing arts, publishing, radio and visual arts.

These sectors and industries play an important role in driving transformative processes in Europe’s societies and account for a significant share of growth and jobs in Europe’s economy.

The EENC’s expertise will cover the social, economic and external dimensions of culture as outlined in the 2018 New European Agenda for Culture, addressing themes like the digital transformation, the green transition, social cohesion and cultural diversity.

The network will operate for 48 months, responding flexibly to evolving policy needs and priorities, in line with the EU Work Plan for Culture 2023-2026 and adapting to the priorities of the new Commission and future Work Plans.
