The theme "Rethink", described the idea of an ongoing European cultural laboratory to rethink the challenges of today and tomorrow through culture and art. The programme was structured around three "programme arenas": "Rethink the City", "Rethink Values" and "Rethink Creativity".

With the title "Open Air Factory", Pafos sought for openness in the way of thinking, acting and living. Numerous events took place in open venues due to the city’s climate and to limit the need for big infrastructures which might have remained unused afterwards.
