Results of the Open Public Consultation on the mid-term evaluation of the Creative Europe Programme

Results of the consultation and next steps

The results of the public consultation were used alongside other data and evidence to inform the independent mid-term evaluation of the Creative Europe Programme.

Further to the open public consultation the mid-term evaluation included two targeted surveys (one for the Culture sub-programme and another for MEDIA) among the beneficiaries of Creative Europe.

Objective

The aim of the consultation was to gather comments and perspectives from various stakeholders and the general public on the relevance of the Creative Europe programme's objectives, the effectiveness of the measures taken to achieve them and the efficiency of their implementation.

It also gathered views on the coherence of the programme and its added value in relation to the challenges and opportunities in cultural and creative sectors, compared to what could be achieved by Member States themselves.

The aim of the consultation was to gather views particularly from those who have not yet been subject to any of the surveys related to the evaluation.

The consultation covered the Creative Europe predecessor's programmes (e.g. Culture , MEDIA 2007 and MEDIA Mundus programme) and contained forward looking questions regarding a possible successor programme to Creative Europe in 2020.

Submission of contributions

The European Commission encouraged stakeholders to use an on-line questionnaire to express their views. This helped to optimise the exploitation and sharing of answers

Initially, they were asked to provide background information (name of the individual or organisation, type of organisation or company, country of activities). This information was mandatory in order to process the replies (with the possibility to reply anonymously: see protection of personal data below).

The questionnaire was based on a number of closed and open questions. It was possible to answer "I don't know" to some closed questions. There were also free text boxes which enabled respondents to give alternatives to the options provided in the multiple-choice format. The duration to complete the questionnaire was 10-60 minutes, depending on the level of detail of the answers.

The respondents were able to answer to the questionnaire in any of the official languages of the European Union.

Public consultation on EU funds in the area of values and mobility

The European Commission launched a new public consultation on EU funds in the area of values and mobility in order to prepare the next generation of financial programmes for the post-2020 Multiannual Financial Framework. All citizens and organisations having an interest were welcome to respond to this consultation, especially when involved in the following issues:

  • education and training apart from mobility
  • volunteering, humanitarian aid, solidarity

Open Public Consultation in relation with the evaluation of the Creative Europe programme

The consultation aimed to gather comments and perspectives on the relevance of the Creative Europe programme's objectives, the effectiveness of the measures taken to achieve them and the efficiency of their implementation. Thus, the consultation aimed to establish the added value of the Programme in relation to the challenges and opportunities of cultural and audiovisual sectors, compared to what could be achieved by Member States only.

Designing the future programme of cultural cooperation for the European Union after 2006

The European Commission launched a new phase of consultation for the development of a future cultural European programme, replacing the Culture 2000 programme when it ends. The results of the consultation fed into the legislative proposal for the next Culture Programme.
